Here’s a pattern I see in nearly every fractional CTO engagement: the company has an offshore development team — usually in India, Eastern Europe, or Latin America — and the founder or CEO tells me it’s “working well.” Then I look at the actual output, and the picture is more complicated.
I’m not anti-offshore. I’ve worked with excellent distributed teams across my eight years at Google Cloud and through 20+ Nebari engagements. Some of the best engineers I’ve collaborated with are based overseas. The problem isn’t geography — it’s that most companies have no framework for evaluating whether their offshore arrangement is actually delivering value proportional to cost.
The Five-Dimension Assessment
1. Code Quality Audit
Pull the last 90 days of pull requests. Look at:
PR size and frequency. Healthy teams submit focused, reviewable PRs multiple times per week. If you’re seeing massive PRs every two weeks, that’s a red flag — it means code isn’t being reviewed incrementally, and defects are compounding.
Review depth. Are PRs getting rubber-stamped with “LGTM” or are reviewers actually catching issues? If your offshore team is reviewing their own code without external oversight, you’re not getting quality assurance — you’re getting quality theater.
Test coverage trends. Not just the number (80% coverage means nothing if the tests are trivial), but the trend. Is coverage increasing with new features, or are new features being shipped without tests?
Defect escape rate. How many bugs make it to production versus getting caught in code review or QA? Track this monthly. If it’s increasing, your team is moving faster than their quality processes can support.
2. Velocity Trends
Velocity should be roughly stable or gradually increasing as a team matures. If velocity is declining quarter-over-quarter, something is wrong — usually accumulated technical debt, unclear requirements, or team members silently struggling with unfamiliar parts of the codebase.
Pull your sprint data for the last six months. Plot it. If there’s a downward trend, don’t accept “it was a complex sprint” as an explanation. Dig into what’s actually blocking delivery.
3. Knowledge Concentration (Bus Factor)
This is the one most companies never check. Run git shortlog -sn on your repository. If 70%+ of commits come from one or two people, you have a critical knowledge concentration risk. If those people leave — and on offshore teams, attrition rates can run 15-25% annually — you lose institutional knowledge that takes months to rebuild.
I’ve seen this play out badly multiple times. A client’s lead offshore developer left, and suddenly nobody understood the authentication system. The remaining team needed three months to get comfortable making changes to code that one person had owned entirely.
4. Communication Overhead
This is the hidden cost that never shows up in your offshore team’s hourly rate. Calculate the actual hours your onshore team spends on:
- Daily standups across time zones (often at inconvenient hours)
- Clarifying requirements that were misunderstood
- Re-reviewing work that missed the mark on first pass
- Waiting for responses during timezone gaps
In my experience, a $40/hour offshore team with high communication overhead can effectively cost $65-$80/hour when you factor in the onshore time required to manage the relationship. That’s not a deal anymore — that’s a hidden tax.
5. Output-to-Rework Ratio
Track what percentage of completed work requires significant rework within 30 days of completion. Healthy teams sit below 15%. If you’re above 25%, you’re essentially paying twice for the same work.
This metric alone has been the most eye-opening for my clients. One company discovered that 35% of their offshore team’s output was being substantially reworked by their onshore senior engineer. They were paying for a 5-person offshore team but getting the effective output of 3.
What Good Looks Like
The best offshore arrangements I’ve seen share common traits: a dedicated team (not resources shuffled between clients), a strong technical lead onshore who sets standards and reviews work, clear architectural guidelines that reduce ambiguity, automated quality gates in CI/CD, and regular (quarterly) in-person or video relationship-building sessions.
The worst arrangements are characterized by body shopping (different developers week to week), no code review process, hourly billing that incentivizes time spent rather than value delivered, and zero metrics visibility for the client.
The Conversation to Have
If you run this assessment and find issues, the conversation with your offshore partner isn’t adversarial — it’s diagnostic. Good teams want to improve. Show them the data, set clear targets, and give them 90 days. If the metrics don’t improve, you have an objective basis for changing the arrangement.
And if you’re evaluating a new offshore team before signing a contract, ask them to show you these metrics from their existing clients. If they can’t — or won’t — that tells you everything about their quality culture.
